• preliminary – justification (protection) of investments and business plan;
• refined – holding tenders (if necessary), concluding contracts, developing documentation;
• current – implementation (phased implementation), delivery of the project;
• actual – project completion.

The step-by-step procedure for budgeting consists of determining the scope of work, assessing labor costs, resources, the cost of work, budgeting, calculating, optimizing and fixing the budget. The budget may contain a schedule of expenses and incomes, or only a schedule of expenses (in the absence of a revenue part). Visually, the budget is displayed in the form of time axes, tables or charts.
